Hamas to Curb Press, Gatherings in Gaza

GAZA CITY, Gaza Strip (AP) — Gaza’s Hamas rulers issued an edict Wednesday banning journalists from working in the coastal strip unless they submit to sweeping press restrictions, and it said it would soon impose new restraints on public gatherings.

The moves, which follow the arrests of hundreds of opposition activists, appeared to be part of an intensifying clampdown after the Islamic militant group was confronted with a mass demonstration called by the rival Fatah movement that led to violence.

Monday’s march by 250,000 Gazans was the biggest challenge to Hamas since its fighters seized control of the territory in June. Discontent is growing, in part because Israel’s closure of Gaza’s borders after the takeover has shut factories, cost thousands of jobs and driven up prices.

“The movement is under pressure, has lost its balance, and they are taking irrational decisions, such as restricting media coverage,” said Hani al-Masri, an analyst in the Fatah-controlled West Bank. “This shows how deep the crisis is within Hamas.”

The crackdown began toward the end of Monday’s protest, when Hamas police fired on hundreds of people throwing stones. Eight civilians were killed and dozens wounded by gunfire.

Hamas later rounded up more than 400 Fatah activists, and it followed up Wednesday by announcing media restrictions and saying it planned to curb public assemblies.

Gaza’s Interior Ministry said journalists who do not hold Hamas-issued press cards would not be allowed to work in the territory.

News organizations have resisted getting the cards because that entails submitting to restrictions which include a vague ban on stories that “cause harm to national unity” or do not uphold “national responsibilities.”

The restrictions were first enacted in 1995 when Fatah was in power, and that group used the rules to crack down on Hamas.

“The government will not allow any reporter or photographer to work unless they get the press card,” said a statement on the Interior Ministry’s Web site. “This decision came after the rally of the Fatah movement in which dozens of cameramen and photographers were observed, not working for any media organization, but using these cameras for political parties and for personal reasons.”

After the restrictions were issued, Hamas police briefly detained a Palestinian cameraman for Germany’s ARD TV.

The cameraman, Sawwah Abu Sayef, said he was filming in the southern town of Khan Younis when he was escorted to a police station. He said he was asked whether he had a press card and whom he worked for. He was released after an hour.

Hamas issued a statement denying it detained the cameraman, saying police only asked a group of reporters to identify their employers.

The Tel Aviv-based Foreign Press Association, representing foreign journalists in Israel and the Palestinian areas, condemned what it called “harassment of Palestinian journalists in Gaza by Hamas security forces.”

In a statement, the association also objected to the new rules. “The authorities in Gaza are urged to respect press freedom and to allow all journalists to pursue their work without intimidation or interference,” it said.

Interior Ministry spokesman Ihab Ghussen said the government also planned to impose as yet undefined restrictions on “any rally, march or public event” in Gaza.

About 30 Fatah activists rounded up after Monday’s protest were released Wednesday, including Mohammed al-Nahal, a party district leader in Gaza City.

Al-Nahal said he was held for 36 hours, smacked while blindfolded and asked to sign a paper saying he would adhere to the decisions of the government, including seeking permission for holding future rallies.

“I refused to sign and asked them to tell me if Fatah was a banned organization so I can convey the message to my leaders,” he said. “They said no, it wasn’t.”

Hamas’ drive to cement its grip on Gaza coincides with efforts by moderate Palestinian President Mahmoud Abbas and Israel to bridge differences ahead of a summit in the U.S. this month. The conference is aimed at relaunching peace talks and bolstering Abbas in his struggle with Hamas.

The two sides disagree on key issues, including the implementation of short-term peace obligations under the “road map” peace plan, which was dormant for years but is being revived by Washington.

The U.S. wants each side to meet obligations of the road map’s first phase. That calls for Israel to freeze all settlement construction and dismantle dozens of West Bank settlement outposts, while the Palestinians are supposed to disarm militant groups and prevent attacks on Israel.

Palestinian negotiators contend they have started meeting their security obligations but say Israel has done nothing on its requirements.

The Israeli newspaper Haaretz said Wednesday that an Israeli delegation was going to Washington to negotiate with the U.S. on terms of a partial settlement freeze. That would contradict the road map, which says Israel must freeze all construction without exception.

Israeli government spokeswoman Miri Eisin said that “Israel is committed to fulfilling our side of the road map.” However, she would not confirm whether Israel would halt settlement construction, even partially.

The U.S. consul general in Jerusalem, Jacob Walles, went for a firsthand look Wednesday at the performance of Abbas’ security forces in the West Bank city of Nablus, a former militant stronghold was chosen as a test case by the Palestinian government for its forces.

“The Palestinian security forces have made some progress, and the condition in the streets is better,” said Walles, who was accompanied by Palestinian Prime Minister Salam Fayyad.

BILIN, West Bank – In an embarrassing blow to Israel, the Supreme Court on Tuesday ordered the state to redraw the route of its West Bank separation barrier near a Palestinian village that has come to symbolize opposition to the enclosure.

Residents of the village of Bilin went to court arguing that the current route, built on village land, kept them from their fields and orchards, which remained on the other side of the barrier. Villagers and their Israeli and foreign supporters have protested at the barrier every Friday for the past 2 1/2 years, routinely sparring with police in clashes that have wounded dozens.

The Israeli government argued that the route was necessary to protect residents of the nearby settlement of Modiin Illit, and completed the section of fence that cut through Bilin’s lands despite the protests.

A three-judge Supreme Court panel unanimously rejected the government’s argument Tuesday, ordering defense planners to change the barrier’s route so it causes less harm to the village’s residents.

“We were not convinced that it is necessary for security-military reasons to retain the current route that passes on Bilin’s lands,” Chief Justice Dorit Beinish wrote in the decision.

The judges specified that “this will require destroying the existing fence in certain places and building a new one,” and ordered the government to come up with a new route in a “reasonable period of time.”

Israel’s Supreme Court has made several such rulings in the past, ordering authorities to move the fence in several parts of the West Bank.

As word of the ruling got out, elated Bilin residents poured out of homes and schools and headed toward the fence. Gathering near several army jeeps, they chanted “We won,” and “They demolished the Berlin wall, we want to demolish the Bilin wall.”

Abdullah Abu Rahma, one of the leaders of the weekly protest, jubilantly honked the horn of his Honda jeep.

“We went to court, hired the best lawyers in Israel and we won,” he said. Abu Rahma termed the ruling “wonderful,” but said villagers would keep fighting until the fence was moved entirely off Bilin’s land.

The Israeli Defense Ministry said in a statement that it would “study the ruling and respect it.”

(IsraelNN.com) http://CAMERA.org – the Committee for Accuracy in Middle East Reporting in America – has published a detailed, scathing attack on the two-hour television program “God’s Jewish Warriors.”

CNN’s Christiane Amanpour is the creator of a three-part CNN television series entitled “G-d’s Warriors.” The segment on Jews is the “most poisonously biased and factually shoddy feature to air on mainstream American television in recent memory,” writes CAMERA’s Executive Director Andrea Levin – and supports her claim with examples and refutations.

Levin begins by attacking the basic premise of the series, which purports to examine how Jewish, Christian and Muslim religious beliefs impact on the Middle East and the world. It is “deeply false,” she writes, to equate “Jewish (and Christian) religious fervency with that of Muslims heard endorsing ‘martyrdom,’ or suicide-killing. There is, of course, no counterpart among Jews and Christians to the violent jihadist Muslim campaigns underway across the globe… To demonstrate the supposed threat of Jewish fundamentalism, the few cases of Jewish terrorism – a handful spanning decades with each one overwhelmingly denounced by Israeli society and with those involved arrested, tried and jailed – are elaborated on at length and cast as a profound peril.”

Illegal, Illegal
Levin then focuses on Amanpour’s repeated emphasis on the Jewish towns in Judea and Samaria and their supposed illegality – implying that just as extremist Moslems endanger the world with their terrorism, so do the Jews with their “settlements.”

“Throughout,” writes Levin, “Amanpour hammers the claim that Jewish settlements violate international law, and she seeks to paint this position as a universally accepted view with a lopsided parade of like-minded commentators. [However,] many legal scholars argue these communities are, in fact, legal… Such experts include Meir Shamgar, former Israeli Supreme Court Justice, internationally renowned legal scholar Professor Julius Stone and Former Under Secretary of State Eugene Rostow, among others. But not one scholar of this viewpoint is given voice in a two-hour feature largely devoted to decrying settlements and their residents.”

Levin then moves on to Amanpour’s presentation of US presidents speaking against the Jewish towns. “Ronald Reagan [is seen] making a tangential comment framed as agreeing” that “substantial resettlement of the Israeli civilian population in occupied territories, including East Jerusalem, is illegal,” Levin writes – while in fact, Reagan did not agree at all. Levin quotes Reagan, based on a February 1981 New York Times story, as having said explicitly, “I believe the settlements there… they’re not illegal.”

More Errors
Others of the report’s errors and deceptions noted by Levin:

* Jimmy Carter, whose recent incendiary allegations against Israel have been extensively debunked, declares that no Member of Congress could vote against aid to Israel “and hope to be reelected.” Amanpour does not remind him or the viewers of the numerous Members who have opposed aid to Israel and have been repeatedly reelected, including Senate Majority leader Robert Byrd and more than a dozen Representatives.

* Amanpour claims that former Pres. Bush opposed loan guarantees for Israel but collapsed under the weight of Jewish pressure and backed down. In fact, however, when Yitzchak Rabin was elected prime minister, he offered concessions that satisfied the Administration – such that it was Israel that back-tracked, not Bush.

* Amanpour declares that “the 40-year tug of war over Jerusalem began when Israel bulldozed the Arab neighborhood next to the Western Wall and built a plaza where Jews now pray.” Levin: “Obviously, the modern battle over Jerusalem “began” 60 years ago when the Arabs attacked in 1948 to destroy the newborn state of Israel, seizing the eastern side of Jerusalem, including the Jewish quarter of the old city. Every Jew was expelled or killed and all synagogues destroyed. Thereafter for 19 years, no Jew could pray at the Western Wall, and Christians had limited access to their holy sites.”

“CNN needs to correct every error and slander against Israel and its American supporters,” Levin demands. “More importantly, it needs to air an accurate and contextual documentary on these subjects, just as lavishly funded and promoted as Amanpour’s, that will set the record straight.”

Another CAMERA article comparing the “Warriors” programs on Jews and Muslims notes that while the former was heavily devoted to “the influence of pro-Israel activists in America, … Amanpour utterly neglected to report on the powerful Oil Lobby, primarily Saudi-backed, and numerous other Muslim organizations seeking to influence American public opinion and foreign policy decisions.”

Four Times More
CAMERA notes fascinatingly that Amanpour “harps on the phrase ‘Jewish warriors,’ repeating it 20 times in the first episode,” while mentioning “Muslim warriors” only four times in the second program. “Why does she utter the words ‘Jewish warrior’ five times more often than ‘Muslim warrior’ when violent Muslims have inflicted thousands of times more death and destruction in the world than violent Jews have?”

Furthermore, “There was a noticeably gentler and more cordial tone toward Muslim extremists, in contrast to the often snide and hectoring tone displayed toward pro-Israel Americans and Israeli settlers.”

“Amanpour included two apolitical segments with appealing devout Muslim women,” CAMERA wrote, “who talked about why they wear a head covering and how Islam enriches their lives. No such apolitical segment about devout Jews appeared in ‘God’s Jewish Warriors.'”
